Payment terms:Prepayment under the Contract is not provided. Payment shall be made by the Customer within 30 calendar days from the date of signing by the Licensee of the universal transfer document (hereinafter referred to as the "UPD") or the Act of Acceptance and Transfer of Rights (hereinafter referred to as the "Act") on the basis of Company accounts that are transferred to the Customer simultaneously with the UPD or Act.
Delivery terms:Compliance with Technical requirements (Section 3 of the RFP document UNEP/UKEP) and acceptance of the Mandatory Terms of the Contract (Section 4 of the RFP document UNEP/UKEP) in the form of LLC "System PBO", including Mandatory Additions to it.
Georeferencing:- all of Russia, all regions

Comments:
1. The proposed software ("SOFTWARE") must comply with information security standards and guarantee the security of general and user data and must be included in the "Unified Register of Russian Programs for Electronic Computers and Databases" (https://reestr.digital.gov.ru /). The software must be licensed, have a legal origin without any restrictions (pledge, prohibition, arrest, etc.) for free circulation on the territory of the Russian Federation.
2. The Company guarantees the confidentiality and integrity of the Customer's information, including its unhindered collection at the request of the Customer.
3. The level of personal data protection must meet the requirements of Federal Law No. 152. The solution must comply with and ensure compliance with the requirements for the protection of personal data and their processing in accordance with: Decree of the Government of the Russian Federation dated 01.11.2012 N 1119 "On approval of requirements for the protection of personal data when processing them in personal data information Systems", 152-FZ, FSTEC Order No. 21.
4. The Company uses systems that detect and record any attempts to damage, modify or unauthorized access to information in the Company's systems (for example, system registration and audit processes, identifiers and IP addresses, etc.);
5. The company should have a dedicated unit with experienced specialists specializing in the proposed Solution.
6. Warranty service of the Software (for at least twelve months) includes a direct telephone line and a dedicated e-mail address for consultations in Russian with specialists of the Company's technical support center on working days from 9:00 to 18:00 Moscow time on working days; consultations and problem solving on the work of the Software, related to the shutdown of the software and the issuance of a list of recommended updates for the software.
7. Compliance with Technical requirements (Section 3) and acceptance of the Mandatory terms of the Contract (Section 4) in the form of LLC "System PBO", including Mandatory Additions to it.
8. Bidders should be able to demonstrate the work of the services and the proposed Solution at the request of the Customer
9. The presence of EDI.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
Общее описание проекта:Приобретение прав использования программ для ЭВМ и сервисов по сопровождению услуг выпуска и использования ключей электронной подписи в системе ELMA. Сроки для ввода решения не позднее Май - Июнь 2024г.
Технические требования:Детали в документе RFP УНЭП/УКЭП
Обязательные условия Договора:Лицензионный договор по форме Правообладателя с обязательными Дополнениями ООО «Система ПБО» (Приложения №4). Срок действия Договора – 3 года. Прейскурант Договора фиксируется на 36 месяцев. Дополнительные детали в документе RFP УНЭП/УКЭП
Документы:Коммерческое предложение Компании должно содержать:
1. Анкету участника (Приложение №2) – в скане с подписью и печатью, включая Согласия на обработку персональных данных
2. Соглашение о неразглашении конфиденциальной информации (Приложение №3) – в скане с подписью и печатью.
3. Презентацию о Компании.
4. Технико-коммерческое предложение.
5. Заполненная Таблица А.
6. Официальное письмо на бланке Компании о соответствии Общим требованиям к Компаниям-участникам (Раздел 1 данного Задания) и готовности принять Обязательные условия Договора по форме ООО «Система ПБО» (Раздел 4 данного задания), допускается приложение к письму в свободном формате протокола-разногласий к Разделу 4.
7. Указание стоимости на ЭТП b2b.
Коммерческое предложение:Коммерческое предложение действительно не менее двух месяцев с момента его подписания. Направлением Коммерческого предложения Компания подтверждает, что ознакомилась и согласна с Заданием и Приложениями к нему и согласна принять участие в Задании на условиях Задания.
